More than a week later and even though it says here it was resolved, the items are still sitting in front of Coogan.

What a shame. Those items were either stolen and then dumped there when the thief realized there was nothing valuable, or those items were left there by someone who was living in the park and got kicked out but couldn't carry everything. Unfortunately, that happens a lot.
