Thanks for reporting! This is a Civil matter. We will ask the adjacent property to remove the k-rail that is in the public right-of-way. The easement is private and the City is not a party to this access easement.

The K rail was put there by the city to restrict access until the easement has been restored. 115 frisbee has actually removed the easement soil to install a gate. The gate needs to be removed and the grade restored to its previous condition.
Also, the easement is owned by and maintained by the city per the deed which was squired during the purchase of the house. I am happy to send a scan.
There is a sewer line along the easement which requires access for Maintenance. Vallejo sanitation and flood control is responsible for maintaining the easement but stopped When the gate was built.
