Is this just gossipy or what? You don't state the location (haven't the foggiest idea which wall this is); you don't state whether this is an ongoing problem. What's the intent, that we will all say Ewww! when we received this email? That's it? If I wanted that I would go to OMG website, or Jerry Springer.
so sorry, let me clarify. yup, we say ewe every day as this is a public pee wall that many know about on orange st behind the chapel st bus stop in the pass through of "the lot". really fun when the women drops her pants to do her business. again, so sorry if i offended...my patrons and i are offended multiple times a day, that is why see click fix is going to continue to get these photos when we can catch them.
OK. Now the issue is making sense. The original post has this problem occurring on Wooster Place, where there is no such wall. Now that I I know the correct location and the specific problem, I would certainly support resolving it. It probably should be re-filed in Downtown or Ninth Square, not Wooster Square.

No wonder that pocket park has a rat problem. I feel badly for the artists who have to scrounge around in the soil at that site when they are installing art work there, as it is a public art site with rotating exhibits.
Maybe one of the artists can do a functional art piece that combines deterrence with art - with an air raid siren or circus performers. I am only half kidding
Here's another solution but would take turning back the clock and re-appropriating a portion of the massive funds Mayor Destefano spent on new schools:
Pubic baths.
I think it was during the era of Robert Moses (who, for all his controversial projects did some universally applauded stuff) that NYC developed the public pools all over the city, which were free or so cheap homeless people could afford them. When I lived in NY, the cost was $25 a year for any of the pools citywide, indoor and outdoor, and some of them were just free too.
These pools also have bathrooms and showers, of course.
It's a little weird, isn't it, that you have to be a consumer, a money-spender, to find a bathroom in downtown new haven. But there are two I can think of immediately: The one in the public library and one in city hall.

Paris and San Francisco have JC Decaux automated toilets. They work great. Istanbul has public restrooms or you can go into most any Mosque - very civilized, unlike New Haven.
A pissoir, with members of the board of Alderman, and the Mayor, rotating shifts, to receive "golden showers" would be ideal.
Can you possibly catch a photo of these people as they are turning away from doing their business? Then you can show their photos to the Downtown Police District Manager who can assist in curbing this process.
We are trying to delineate issues that are current and need the city's attention to resolve. Any issues prior to 2015 are being closed. If your issue remains and needs to be addressed by the city, please either re-open or open as a new See Click Fix issue. Thank you.
