When a train is stopped on the tracks, there is no way for emergency personnel to respond as there is no other entrance once over the tracks.

Trains backing up traffic is a frequent problem in the City of Kingston and surrounding areas. Kingston's railroad crossings have not been upgraded in generations, and the one you are speaking of is just one of the 9 crossings which need a lot of rehabilitation to bring it up to modern standards.
I think one of the more major thoroughfares with a railroad crossing should be upgraded to an overpass or underpass in order to alleviate some of the congestion caused by extremely long trains which cause Kingston traffic to come completely to gridlock.
