Actually, that is a "traffic calming" feature. Hey, if it keeps people from using Willow St. as a thru-way suburban car sewer - racetrack, I'm all for it. I'd prefer speed and red light cameras, but broken pavement is cheaper, requires no maintenance and sometimes you just have to settle for what you can afford.
