This drain has been a constant problem since this land was developed. First, the builder covered it up, and the city completely missed the fact that the drain on the original land survey had disappeared at every inspection. I spent a year and a half trying to get the subsequent flooding on my property addressed, during which my home warranty expired. The city’s solution was to expose the drain on my property, which is six inches below grade, and almost a foot off the street, and put a deep curb around it, with hazard sticks, one of which is inches from the end of my driveway. Besides being an eyesore, and making it even more challenging to back my minivan onto the busy street, it only solves the flooding in the summer. Any amount of plowed snow blocks the drain, and allows water to back up. As you can see, the hazard sticks are obscured by the snow and have been hit by the plows. I expressed these doubts at the time, but I was rebuffed.

There is a reason why literally every other drain in the city is Iocated in the street and just below grade. Please move the drain or cap it. Feel free to send the bill to the unscrupulous GC who covered it up and refused to mitigate the flooding.
