Sharraxaadda

I485 from Johnston Rd to South Blvd. is newly paved. I don't understand why the drainage grates are sitting above the level of the pavement. With all the rain our area has been getting, it has no place to drain and is standing near the concrete barrier and even sitting in the left hand lane. Does the paving company do this purposely so that they can come back to fix something that should have been done right in the first place? Winter should be real interesting to see what happens when water freezes in these areas.
