Really? The vehicle in the photo looks like it's mere inches into the curb cut and not even over the actual driveway. Filing this complaint surely took you more time and effort than getting around it.
While I can appreciate that backing out may have required a bit more caution than you might normally use with no one parked there, was it really such an imposition as to warrant saddling a fellow resident with an expensive ticket or an even more ruinous towing bill?
You don't know what the vehicle owner's situation is, or what set of circumstances caused them to park the way they did. Why not be neighborly and give them the benefit of the doubt instead of trying to sic the government on them? How would you want it handled if it were you or someone you care about who parked a few inches too far in one direction?
