Abandon house that is now infested with Raccoons. The house in this neighborhood are very close together and the house has been abandon for several years, it has been reported that there is standing water in the basement. There are holes in the roof that allows for rain, snow & and animal to access the inside of the home. There is now a nasty smell coming from the house that is being reported by neighbors. Please do something about this home ASAP. It is a bad situation all around.

Could you please tell me what this means for us neighbors? The house has a horrible smell coming from it. It also has been taken over by the raccoons and who know what other animals. I would like to know the time frame of what is going to happen to this. The owner is Director, Government Affairs @ Advance America. Can you contact him there and demand something be done with the home immediately? The home as not been lived in at least 5 years. It is crazy to be sitting with holes in the roof, garage that his falling in & grass that is not being mowed.

The City is best empowered to pursue whoever the owner is. Foreclosures pick me although I did expect to get this property in 2016. If this had foreclosed the inside would have already been cleaned out. This is not required, but I do this for the benefit of neighbors.

So what does that mean for the neighbors now? Ronald Hicks is the owner? If so why are you not able him force him to do something about the house. It is bad for the neighborhood and it smells in the summer when it is hot some neighbors cannot have their windows open due to the smell. This issue has been going on way to long for someone with authority make the owner accountable and do something. Mr. Hicks has not even been in the house in at least 5 years. What is the point of him holding on to it if it is just an eye sore and falling in? What about the raccoon? They have been living in the home for at least 3 years. PLEASE DO SOMETHING?

The County Treasurer's Office foreclosed on this property in 2017. It did not sell at either auction, and was rejected by the City. As such, title transferred to the Land Bank December 6, 2017.
The property and house have both been cleaned up.
Anticipating acquisition of the Pattengill property, Land Bank staff developed a proposal to rehab the house. The Land Bank proposal to the City's Development Office for HOME funds has already been under review and negotiation. If all goes well, the approval process will wrap up this week or next. The next step is competitive bid selection, then renovation this spring.

Hello, this is Jeanna, the executive director at the Land Bank. when I stopped by the adjacent neighbors' homes one night, I communicated that the funding was just a few weeks away from contract signing. Once a funding contract is signed, then contractors are procured through a bid process. Once contractors are in place, it takes a week to 10 days to order materials and mobilize. We will be in touch again when rehab work is about to begin.
At the time of my neighbor visits, there were no racoons in the house. I will send one of my staff to inspect again.
I understand the frustration of living next to a house when the owner allows it to fall into a 2-1/2 year foreclosure process. Neither eligible neighbor indicated interest in purchasing a vacant lot if the house were to be torn down. Rather, the City deemed it worthy of investing grant funding into its rehabilitation. The Land Bank cannot do anything until it gains title to a property. We are moving the rehab along as fast as we can.

This property is not being torn down, at the City's request. It is being remodeled with City Community Development Block Grant funds.
Michigan land banks do not necessarily have the power to reject foreclosed properties. Land banks were created to accept foreclosed properties, clean up blighted properties and put them back on the tax rolls. But there is no permanent funding mechanism for land banks.
The tax foreclosure process takes 2-1/2 years. At the end of that process, the County Treasurer puts foreclosures up for sale. If properties are not sold at auction, then they are offered to the City. If the City rejects the properties, titles are transferred to the Land Bank.
