Vehicle parked wrong direction near No Parking Sign. Vehicle has paper plates and has been observed in neighborhood in and out at all goes of day and night, paper plates have been on vehicle longer than 3 months and appears vehicle is being used for illegal activities. Please cite vehicle and if registration is invalid, please remove vehicle as it is in energy turn around cul de sac and prevents emergency vehicle responses.
