If I am not mistaken, it is the responsibility of Target (and the other neighboring stores that offer carts to their shoppers) to collect their carts. ESPECIALLY if they are creating environmental and road hazards for the city/industrial park.
I once managed Stop & Shop and we paid a contractor monthly to drive around the surrounding neighborhoods and streets to find and return carts that people would walk home with right out of the parking lot! I’m sure S&S was not paying someone to do this if they didn’t have to!
Those carts are expensive. My dad used to go down to the boat docks at his vacation home and fish them out with a hook for his summer employer. I'm hoping this brings attention to the right person to fix it for everyone's sake. Who's jurisdiction? City of North Haven maybe?
