There are two racks inside the gates of HGS and both are always full with the bikes of residents. Every street sign and parking meter outside HGS is routinely filled; last night I had to park pretty far down Wall, almost to the Law building entrance.
This is a case where both long-term and short term storage is useful, and should be separate.

Yale can spend millions of dollars on wine for faculty events, but can't afford enough bike racks?
This is just one of many countless examples of Yale not paying attention to making its campus more friendly to sustainable transportation options.
Does Yale have any idea the extent to which its policies affect the city and its residents?

In our 2010 Bike Plan, Elm City Cycling decided to ask the Board of Aldermen to look into the feasibility of integrating requirements for long- and short-term bike parking into the city's zoning code. While this wouldn't provide an immediate fix in this specific instance, it might be a useful tool in trying to get Yale to include adequate bike parking in any future renovation.
Take a look at the plan here:

If you live in HGS, your alderman is Greg Morehead
