Description
This intersection has been a huge hazard for drivers and pedestrians. Children at play in there neighborhood are at a great risk. Cars travel down the road a high speeds and there is no break in speed until you are in the back of the neighborhood. Wrecks at this intersection occur monthly if not bi-weekly.

Sorry for the delay in responding. For some reason we are not receiving many SCF inquiries via email. SCF is working on this.
I've referred this to our Public Works Department. I will update this issue when I have heard back from them. Thanks for reporting.

Do not change anything. This intersection is fine. The only problem is residents who blow the stop signs on Illeagnes. If anything please step up police patrols and give drivers tickets for violating the law.
The speed limit is 35 which is appropriate for this area. The HOA put up signs that say 25, but they are not legally enforceable because they are not duly erected.

I'm probably going to take an unpopular view here and respectfully oppose a 4 way stop.
Think of it like this, the neighborhood is perhaps only 50% (just a guess) of the way sold out right now and there is already plenty of traffic leaving the neighborhood on Chapanoke at the same time every morning as people go to work. Do you want cars stacked 10 deep at that stop sign every morning when you're trying leave the 'hood to get to work ? Please don't punish everyone for a few idiots bad behavior - get their license plate # and call it in.
I'm fine with more police patrols to slow cars down, and may reluctantly support a speed bump or even another round about (like at the fountain), but I think it's a pretty big exageration to say that accidents occur there bi-weekly or even monthly. I've lived in that are for over 2.5 years and I can recall seeing 1 accident, and I'm pretty sure that they were just cutting through the neighborhood.

I agree with your approach. I think maybe speed tables or some traffic calming fix. Leaving that up to the City being they are the experts. Whatever decision they make is up to them. However, something has got to be done.
Think about it this way.. A ball rolls out into the road and an unsuspecting child chases after it... Car doing around 35-40 hits child. Life over for the both of them.
I would much rather error on the safe side. I would much rather see backed up cars rather than broken homes. <> Not saying this will happen and I know it could happen anywhere but we have got to protect our children in THIS great neighborhood. Without some revision here and all along that road for that matter someone is going to get hurt or even worse. The probability is high right now and something needs to be done.

After 2 near misses several years ago, trying to get into our neighborhood from South Saunders/ Wilmington Streets via Chapanoke Road., I learned to drive very cautiously past the Taco Bell and the BP gas station. A semi-diverter is desperately needed in this area.
It's also hazardous at the two driveways leading into/out of the shopping center behind the BP station; one goes in front of the stores and one behind. Speed bumps would be helpful before the stop signs for exiting that shopping center. A speed table should also be considered for the Chapanoke Road entrance to Renaissance Park to slow down cars coming into the neighborhood as well leaving it.

-1 on the Speedbumps. If we are dumb enough to implement speedbumps, I highly suggest all drivers protest by honking their horns everytime they go over said bumps. Especially in the middle of the night.
BTW, Holla is right, the HOA has no authority to change a speed limit. Those signs are legally unenforceable. The speed limit is 35 unless Raleigh/Wake/NCDOT change it.

Upon further review into this request the city has found that most of the streets in Renaissance Park are unfortunately in a nebulous position between city-maintained and developer-maintained. Since the developer has not yet completed the development, the city’s street maintenance department does not have any records that the streets that are recorded as public streets were completed, inspected and turned over to us for maintenance. This means until the city receives a request to take over the streets and they pass inspection, the streets within the neighborhood are considered private, and are the responsibility of the developer / homeowners association to maintain. This is why the existing signage, stop, yield, street markers, and speed limit signs are not up to the city’s standard. As private streets the HOA can install traffic control devices, which the police department does not and cannot enforce. If the HOA decides to install traffic control devices, please be mindful that the current edition of the Manual on Uniform Traffic Control Devices (MUTCD), the federal standard to which the city adheres, has expanded its coverage to include private streets as well as public streets. If traffic control devices are installed that do not comply or meet the warrants in the MUTCD it could open up the HOA to liability issues if a crash were to occur. Please contact our Public Works Department (publicworksinfo@raleighnc.gov) if you need help with MUTCD standards.
When the streets are turned over to the city for maintenance all traffic control devices will be evaluated to see if they are compliant with the MUTCD which includes multi-way stops and the speed limit will be 35mph unless a petition is submitted requesting it be lowered to 25mph.
