I think it's funny when people say that loud pipes save lives, but then they don't even wear a helmet, which actually does save lives.
Bikes come with mufflers, but many people swap out the muffler with a straight pipe to try to be cool. Also, if you have to rev your engine to keep your bike from stalling, then something is obviously wrong and needs to be fixed.

The reason why many motorcycle are so loud is because they have been illegally tampered with by their owners and equipped with loud non-EPA compliant after market exhasut systems. There are even loud motorcycles with no mufflers at all, only exhaust pipes called "straight pipes". That is in violation of state laws, local noise ordinances, and even federal law.
With all those laws being so flagrantly violated, you may wonder how those loud bikers get away with it. The answer is simple. All of those laws are not being enforced by authorities at all levels, especially at the local level by your home town police.
The reasons for that are numerous. But to put it in a nutshell, many police departments don't think it's a big deal for motorcycles to be loud, many even think motorcycles are manufactured to be loud, which they are not, and don't think it's worth their time to enforce the law that prohibits the awful noise they spew out and the illegal exhasut systems that allow that awful noise to spew out. Part of the reason why the police don't care about motorcycle noise is because they don't receive enough citizen complaints about it. At least, that's what they often claim ( a classic excuse).
If you really want something done about loud motorcycles, complaining on forums like this is not likley to get you results. You have to complain to the authorities and not take no, or any excuses for not acting, for an answer. You have to pressure your authorities ( police, city council, state legislators) to knock off the excuses, get the move on, and aggressively enforce the laws that prohibits loud pipes and the noise they spew out all over the place.
